tonight on politics from california to washington, d.c. we'll hear from governor jerry brown later in the program. and to help analyze it all, we're joined in studio by carla marinucci, "san francisco chronic chronicle" senior political reporter." debra saunders, "san francisco chronicle" conservative columnist. scott shafer, host of the "california report" joining us from washington, d.c. scott, let's start with you. you've been talking to our california lawmakers this week on the push for immigration reform. is there progress on comprehensive reform, and what are you hearing from our congressional officials? >> well, it seems like the stars are aligning for immigration reform. something significant to happen in this session. no legislation yet, of course, but there is a lot of conversations that are happening. i spoke this week with south bay democrat who's on a subcommittee taking up this issue as part of the judiciary committee. i asked her what's happening and how likely is it that we're going to get something done on immigration reform? here's what she had to say. >> there's

of a still look for california. -- loomost of us still look to california. what governor brown said about the traditional politics is all about taking the thing in making it fresh. to a certain extent, i tried to be a writer in college. i failed miserably. a professor said everything has been set but not everything has been said superbly. even if it had, everything must be said freshly again and again. you have to see a fresh lead to a certain extent. the real issue with -- in terms of asking the president, what are the things that matter most, a bass part of those profits would be invested in california. colorado would have a significant -- pretty much every state in the country would benefit. you look at the companies based in silicon valley. they have offices, you want to expand your business, think about those young people in colorado. everything -- stated say the same thing. that money would get spent over the country very rapidly. >> thank you. governor brown. >> it is a good idea to bring back that $1 trillion sitting out there. how to do that, it remains to be seen. but then that

. a surplus of about $851 million. not too shabby for governor brown who opened his first state of the state address just two years ago describing what would be a "extraordinarily difficult and wrenching legislative session." that's what he faced in 2011. fast forward to 2013. you would think he has it made. he certainly has proven he can balance a budget. now that he has done that, he could face more opposition and from his own party. this is because for the first time since about 130 years ago or so, the democrats ruled both chambers of the legislature with super majorities which gives them the authority to override any brown veto and because many democrats are more liberal than he is, he could be in for more spending than he would like. they may want to restore spending to social services that have endured serious cuts over the last couple years. we'll see. governor brown is expected to use this morning's state of the state address to highlight a few of his pet projects including the high-speed rail project, his hope to overall the state's landmark environmental law and change how califor

down jerry brown's controversial proposal to overhaul public education. larry gerston joins us next. >>> governor jerry brown is proposing an overhaul of education in funding and control of public education. we turn to larry gerston. this is in some ways the holy grail of every politician. i'm going to fix education. governor brown, i guess he's feeling he's dealing from a position of strength now. he seems he has the budget in order. here's what we're going to do. first priority, fix education. how is he saying he's going to do it? >> now we're starting to connect the dots. this proposal has two parts. good enough. for openers, the governor proposes to eliminate about 7 billion in categorical spending. he's talking about pots of money earmarked for programs like child nutrition, after-school activities, special education busing, and others. he's not saying get rid of them, he's just saying we're going to allow the districts to spend the funds how they best see fit. okay. the second part, that's much more controversial. the governor proposes to provide almost $3 billion annually to
